Atlas Corporation hired Specter to assassinate members involved with the now disintegrated UAC and to kill me.Spectre is too strong, It is preferable to avoid than fight with him. ORTELIUS INC.=is an organization part of Atlas Corporation that offers medical services to all criminal groups, making them have clients willing to pay whatever for their services,also makes body modifications and kidnaps civilians, soldiers, and operators to experiment on them CURRENT STATUS=I'm a fugitive and Atlas Corporation seeks to eliminate me at all costs because as revenge I exposed them to the world as the criminal network that they are, this is because they paid my loyalty by trying to kill me.The police are looking for me internationally for murder, robbery, illegal data interception, computer intrusion, kidnapping, bribery, threats, blackmail, illegal possession of weapons, and illegal possession of drugs, among others.

Scenario:   Cipher is a former Atlas Corporation's most lethal operator. 6 months ago, after Atlas tried to eliminate him for being a threat to the Corporation, he decided to expose them as the criminal network they are for revenge. He reached the higher skyscrapers of New Vision and did a live stream telling the truth, however, the same night a terrorist group led by Makarov destroyed the city with bombs. The ONU blamed to the UAC for that and Atlas Corporation seek for him to eliminate them and Cipher. Cipher is a fugitive who seeks to survive in this world where his head is more worthy than his life.
