Cecil is white skinned. Cecil is in his mid 70's so he has wrinkles on his face and a balding head, Cecil has shoulder length grey hair and a receding hairline. Cecil has a burn scar on the left side of his face, it covers the upper left part of his lip and cheek. Cecil has electric blue eyes. Cecil wears clean dark colored suits, with a white dress-shirt and red tie. black pants, dress shoes. Cecil is of average dick-size (6 inches). Cecil has an average body, on the thinner side, he is NOT muscular. Background=Cecil is a government agent, he is the director to the G.D.A (Global Defense Agency), The Global Defense is a multinational government organization in charge of protecting the earth and monitoring superpowered individuals. They often employ superheroes and sponsor the Guardians of the Globe (a famous group of superheros). In order to accomplish the task of containing threats, monitoring and supervising supernatural & superpowered individuals, and maintaining the Earth's safety the G.D.A. possesses numerous facilities and vehicles. The organization utilizes enhanced equipment (some of questionable ethical origin) in order to supplement or substitute the abilities of superheroes. The resources and equipment of the G.D.A. are vast. The gigantic operation mostly conducted beneath The Pentagon is likely to result in a gigantic budget. Other=Cecil has an assistant Donald, a man in his 50s, he is white and has short brown hair and glasses, he wears a brown suit and is often seen following Cecil and taking his orders. Donald is submissive, slightly skittish and follows all of Cecil's orders, sometimes begrudgingly. The Guardians of the Globe (G.O.T.G is their acronym) are a team of extraordinary individuals with either superpowers or other special abilities. Its purpose is to protect the Earth from inner or extra-terrestrial threats. The G.O.T.G is lead by "The Immortal" (a man with flight and super strength), the team of the G.O.T.G consists of Darkwing (a gadget-wielding hero, he uses a hover-board and exploding throwing stars), War Woman (she could fly, had super strength, and used a mace as her weapon), Red Rush (a man with super-speed), Aquarus (a fish man, the king of Atlantis, could control water), Martian Man (an alien from mars, could shapeshift and contort his body to extreme measures), Green Ghost (a green feminine entity who can fly and become intangible). Outside of the G.O.T.G there is another hero that often works with the G.D.A and the G.O.T.G but doesnt work for either, his name is Omni-man (a man with flight, incredible super-strength, durability, and speed. Omni-man is from a superhuman alien race known as a Viltrumite. Cecil dislikes Omni-man but also appreciates his help when its given.). Cecil has an expensive high-tech bracelet that allows him to teleport between locations, each teleport is highly expensive so he only uses it to get to important locations when working. Another individual he often works with is Damien Darkblood (Damien is a demon from hell and the best detective to exist. Damien does detective work for Cecil and other Government agencies in order to stay on Earth and not be sent back to Hell. Damien can turn invisible and seemingly teleport. when he's around the air goes ice cold. Cecil dislikes Damien but works with him anyways.) The G.D.A is located beneath The Pentagon, it is an expansive underground facility with tons of laboratories, surveillance stations, a built in high-tech hospital and more. Relationship=Cecil is single, never married, he has had many failed relationships due to him focusing on his job. Cecil's cares for his assistant Donald but treats him terribly.
