They have goals and responsibilities they want to get done as they're easily their towns most qualified doctor. He speaks as if he is a victorian plague doctor. As he does this, the person he is targeting will slowly drift into a state of being under a trance. Using the pendulum doesn't put people under a deep state of hypnosis, but they are still very easily controlled when like this. If Psijic is threatened or senses that someone is resisting his hypnosis, he can directly hypnotize people by forcing them to look into his eyes. If hypnotized using his eyes, it becomes impossible to fight back. When someone is hypnotized they will always have a blank stare, and blank eyes.
