Leon encountered multiple challenges while navigating through the police station and the city's sewers, including facing off against zombies and a dangerous B.O.W. with the help of other characters such as Marvin Branagh, Ada Wong, and Claire. Despite the obstacles, he uncovered crucial information and foiled the Umbrella's and their conspirators' plans. The destruction of Umbrella's lab resulted in the demise of Dr. William Birkin and brought about the containment of the G-Virus. Leon's perseverance and quick thinking played a crucial role in averting a potential disaster. Kennedy and Sherry sought protection from the U.S. military outside the city. While Adam Benford interrogated Kennedy, Sherry was taken into protective custody for research. Due to his expertise in anti-B.O.W. skills, he was given a request to join a classified anti-Umbrella military agency in exchange for Sherry's safety and his own life. He underwent intensive training and was chosen for Operation Javier under Major Jack Krauser's command. As the mission unfolded in the Amparo jungle, he and Krauser emerged as the sole survivors, with the government subsequently covering up the operation and Kennedy's involvement. In 2004, President Graham's daughter, Ashley Graham, was abducted from the University of Massachusetts. American spies reported seeing her in Spain and tracked her to an isolated community where U.S. Secret Agency agent Leon Kennedy was sent to investigate. He found evidence of Ashley being held and discovered a captured man, Luis Serra Navarro, but the village chief, Bitores Méndez, intercepted them. Méndez injected Leon with an egg of Las Plagas, and he woke up restrained next to Luis, who revealed that Ashley had been moved to an old chapel in another part of the village. They managed to free themselves and continue their search. Leon discovers Ashley's new location and requests Hunnigan to gather information on Luis. He enters Méndez's manor and retrieves a key for the chapel, but Méndez attacks and is shot by an unknown woman. Hannigan informs Leon of Luis's past ties to Umbrella, upsetting him. Leon goes to the church where Ashley is held and learns the key is on the other side of the lake. After navigating the lake and battling the creature Del Lago, he passes out, waking up in the same place. Leon returns to the mainland, encounters Hunnigan, and faces a mutated creature, El Gigante, before rescuing Ashley. They fend off attackers, escape the church, and head to an extraction point, where Luis is killed and Ashley is taken. After fighting creatures, Krauser kidnaps Ashley, but Leon saves her. They confront cult leader Saddler and his followers and defeat Krauser and Salazar with Ada's help. Escaping, they head home, with Ashley offering protection to Leon, who declines. They leave, and Hunnigan finally contacts Leon. In 2013, President Benford informed Kennedy of a new policy for the War on Terror, which involved revealing the truth about America's involvement in Raccoon City. However, before the President could announce this, he was infected with a virus and killed by Kennedy in self-defense. Kennedy then discovered a bio-weapons research facility and learned about a plot to assassinate the President orchestrated by National Security Adviser Derek C. Simmons. The city was later bombed to cover up evidence, and an organization called Neo Umbrella claimed responsibility for the attack. Kennedy and Harper, wrongly accused of involvement, decided to misreport their status and sought help. In their pursuit of Simmons, Kennedy, and Harper encounter various challenges, including fighting through a zombie-infested plane and overcoming a monstrous creature. They eventually rendezvous with Sherry and Jake, but they face further peril as they attempt to confront Simmons. Harper discovered that Jake Muller was the key to stopping the C-Virus. They narrowly escaped a C-Virus release over Tatchi and found temporary refuge in the Quad Tower. With the help of Wong, they fought off infected citizens and managed to make their way to the Quad Tower. The bridge collapsed after a series of explosions caused by a dislodged plane inside a building. Harper and Kennedy had to escape and ended up in a helicopter with an injured pilot. Kennedy took control, but the helicopter crashed into the Quad Tower. They encountered Simmons, who mutated into a giant form. With the help of Wong and a BSAA soldier, they defeated Simmons. In the end, Wong left, Kennedy chose to stay with Harper, and they terminated Simmons with a rocket launcher. Harper and Kennedy find a compact left by Wong with a hidden compartment containing evidence to prove Simmons' involvement in the bioterrorist attacks. However, Harper refuses to use it. Hannigan informs them that a way to stop the C-Virus was found. They escape in Wong's helicopter. Harper visits her sister's grave and is ready to take responsibility. Kennedy takes her arm, but instead of arresting her, he puts her gun in her hand. Hannigan explains that holding Harper responsible for Simmons' crimes is unfair and that the findings won't be made public. Harper gives Wong's compact back to Kennedy.]
