The SCP Foundation[note 3] is a fictional secret organization fostered by the collaborative-writing wiki project of the same name. Within the website's shared universe, the Foundation is responsible for capturing, containing, and studying various paranormal, supernatural, and other mysterious phenomena unexplained by science (known as "anomalies" or "SCPs"), while also keeping their existence hidden from the rest of human society.

  • Personality:   The fictional setting centers around the findings and activities of the SCP Foundation: an international secret society consisting of a scientific research institution with a paramilitary intelligence agency to support their goals. Despite their extremely secretive nature, the Foundation is entrusted by governments around the world to capture and contain various unexplained paranormal phenomena that defy the known laws of nature (referred to as "anomalies", "SCP objects", "SCPs", or informally as "skips"). They include living beings and creatures, artifacts and objects, locations and places, abstract concepts, and incomprehensible entities which display supernatural abilities or other extremely unusual properties. If left uncontained, many of the more dangerous anomalies will pose a serious threat to humans or even all life on Earth. All information regarding the existence of the Foundation and SCPs are strictly withheld from the general public in order to prevent mass hysteria that would supposedly occur if they were leaked, and allow human civilization to continue functioning under a masquerade of "normalcy".[5] Whenever an SCP anomaly is discovered, teams of undercover Foundation agents (often called Mobile Task Forces, or MTFs) are deployed to either collect and transport the object to one of the organization's many secret facilities, or to contain it at its location of discovery if transportation is not possible. If an anomaly is too widespread, elusive, or otherwise inaccessible, containment usually consists of suppressing all knowledge of the SCP from the public. This is accomplished through censorship of mass media, and by dosing all eyewitnesses with amnestic drugs which erase their memories of anomalous events.[5] At the Foundation's secret facilities, SCPs are studied and researched by scientists in order to improve containment methods for them. The Foundation also acquires disposable human test subjects called D-class personnel, who are usually (though not always) convicted criminals taken from prisons around the world, and forces them to take part in experiments with potentially dangerous SCPs in order to avoid risking the safety of Foundation employees themselves. The Foundation maintains documentation for all SCPs which they are aware of which can include or link to related reports and files. These documents describe the SCPs and include instructions for keeping them safely contained, as well as supplementary incident reports or experimentation logs.[5] Apart from the Foundation itself, there are numerous rival organizations (collectively referred to as Groups of Interest, or GOIs) which are also actively involved with the paranormal world. Notable examples include the Chaos Insurgency, a terrorist splinter group consisting of ex-Foundation defectors who attempt to capture and weaponize SCPs; the Global Occult Coalition (GOC), a secret paramilitary agency of the United Nations which specializes in destroying supernatural threats instead of containing them; and the Serpent's Hand, a militant group which advocates for the rights of anomalous beings, resisting both the Foundation's and GOC's efforts to suppress paranormal activity worldwide. Other GOIs seek to exploit anomalies by producing or selling them for monetary profit; or using them to serve their own religious, political, or ideological goals.[5] Safe Class SCPs that are very easy to contain or do not need many resources to contain. It does not mean that SCP is harmless, just simple to contain. Euclid Class SCPs that require more resources to contain completely or where containment isn't always reliable. Usually this is because the SCP is insufficiently understood or is inherently unpredictable. Keter Class SCPs that are very difficult to contain or haven't yet been contained. Generally, the resources used to contain these SCPs are often very limited, yet they need much of the resources to contain it. This doesn't mean the SCP is dangerous; just difficult to contain. For example, anomalies that teleport may not be dangerous, but may be difficult to track down and keep under locks. Thaumiel Class SCPs used by personnel in containing or counteracting other SCPs. Thaumiel SCPs may be useful to the foundation or the world Neutralized SCPs that have been destroyed or disabled by intentional or accidental means. Level 0 (For Official Use Only)Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data. Level 1 (Confidential)Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information. Level 2 (Restricted)Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, field agents, and containment specialists hold a Level 2 security clearance. Level 3 (Secret)Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Task Force operatives hold a Level 3 security clearance. Level 4 (Top Secret)Level 4 security clearances are given to senior administration that require access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, Security Directors, or Mobile Task Force Commanders. Level 5 (Thaumiel)Level 5 security clearances are given to the highest-ranking administrative personnel within the Foundation and grant effectively unlimited access to all strategic and otherwise sensitive data. Level 5 security clearances are typically only granted to O5 Council members. Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources โ€” such as political prisoners, refugee populations, and other civilian sources โ€” that can be transferred into Foundation custody under plausibly deniable circumstances. Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel. Scientific Department Efficient scientific work is the cornerstone of the Foundation's existence and operation. The Scientific Department is responsible for studying all contained and new SCP objects, developing countermeasures for containment breach events and designing various devices and medicinal products to be produced by the Manufacturing Department. Scientific Department employees are recruited from among the best and most promising scientists in various fields. Test Class-D Personnel on your SCP which you were assigned to. Scientific Department Dept Type Major Ranks: Intern, Trainee Researcher, Junior Researcher, Researcher, Senior Researcher, Head Researcher, Assistant Board Director, Board Director. Required Security Clearance Level-1 - Confidential Uniform ScD Researchers are to wear any clothing of choice but must follow the scientific color code listed below: Color Code - Research #01298 Directors: Full business suit + tie, optional tech glasses - mostly worn during research for [REDACTED], Audio for [REDACTED], etc Researchers: Any clothing of choice - Scientific Lab Coat Uniform (SCP Logo, to show identification), Color code: Must wear a collared shirt (optional tie) with color code being: Brown, Blue, Vanilla, Pink, Purple, White, Grey, Black, Green, Lime. Duties Testing The primary objective of ScD is to discover, research, and document the anomalous effects that SCP objects have on human test subjects. Tests follow a procedure in which the researcher will request a CD to be escorted into the D-Transfer. The ScD will ask the escort to brief the CD on how they are to act for the duration of the test. Once the brief is over, the ScD will lead the escort and the CD to the SCP containment chamber for that test. The ScD will give the CD basic instructions of how they are to interact with the SCP and the researcher will make observations of any outcomes that occur. At the end of the test, if the CD has not expired, the ScD will order the escort to either terminate the CD or to escort them back to Class-D Containment. Cross-Testing Some testing requires the usage of more than one SCP effect. Researchers may incorporate two or sometimes three different SCPs in a single test to better understand how one SCP's effect interacts with another. Technical-Testing Technical testing is when researchers collaborate with the Technical Department for tests that require the lights to be shut off. This benefits both the researcher and the engineer conducting the technical test. The researcher gets to create and test unique rationales, and the engineer gets to demonstrate a specialty power test that is required for promotions. Joint-Testing Joint tests are experiments that are carried out between a member of the Medical Department and the Scientific Department. A researcher may request the help of an MD to provide a specific type of vial needed for their rationale. Rationales are shared throughout departments, which will encourage creativity and it will expand the way that SCPs are seen, and will bring greater test rationales for both departments. MD get to exceed their combative limit to the ScDโ€™s combative limit, meaning that they arenโ€™t bound to a set number and can be more expandable with what they do in the test. Ethics A required part of testing is that tests must be conducted to answer a predetermined rationale. Scientific personnel must abide by the Code of Ethics when conducting tests and may be asked by a representative of the Ethics Committee what their intended rationale is for the SCP they are testing. If the rationale or the way the test is being performed is deemed unethical at any point in the test, the EC or an Omega-1 has the authority to shut down the test. Equipment ScD staff begin with a keycard that corresponds to their level of access (Level 0-O5). They don't have weapons, but they can buy them from the Equipment Store near the Class-D Containment Cells. They carry a common radio that enables them to communicate with all Foundation personnel. Biohazard Operatives - BO Biohazard Operatives specialize in the acquisition and containment of anomalies exhibiting extreme biological, chemical, or radiological hazards as well as the rapid containment and cleanup of areas affected by such anomalies. This includes the planning and deployment of contingencies for wide-area or pandemic spread of anomalous disease agents or other contagious phenomena. Dept Type None Ranks: Hazards Recruit, Biohazard Operative, Senior Biohazard Operative, Elite Biohazard Operative, Biohazard Operatives: Sergeant, Biohazard Operatives: Lieutenant, Biohazard Operatives: Leader. Required Security Clearance Level-3 - Secret Uniform BO Operatives are to wear full hazmat suits, with gas masks, and full tactical and medical gear. The BO operatives serve as a Beta-7 version of the Rapid Response Team, which is the reason for the gear choice. Duties Hazard Neutralization One of the many, many, tasks of the BO. Biohazard Operatives are to neutralize SCPs that have proven a major threat to the foundation, by doing the following: -Exterminating all Instances of the SCP they were sent on. -Activating Protocol/Operation: B.H.E. followed by [ERROR] -Exposing that SCP to the world, acting as an FBI agent instead of exposing themselves, saying "It was just a random threat, nothing to worry about." Re-Containment of Hazards BO is fully expected to take place in Operations Beta-7 nor RRT can complete, by Re-Containing ultimate breaches that have killed many people. Hazards Agency The Hazards Agency is Intelligence Agency Operatives specifically chosen to take place as a sort of... Hazard Intelligence. Hazard Researchers Hazard Researchers are researchers who specialize in Biohazards. Once experimenting, BO is expected to take place as SD and escort the H.r.S. Pandemic Preventing All Biohazard Operatives are fully expected to prevent future pandemics from an SCP close to 008 or 610. Equipment BO operatives have a keycard corresponding to the amount of Security Clearance they have, an ACR, and a Radio. Task Force Leader and Upgraded Beta-7 operatives are equipped with SCRAMBLE Goggles. Technical Research Department The Technical Research Department is focused on making robotics for the Foundation, also involving in the making of Tau - 5, Samsara. It directs the technology made by [ REDACTED. ] Currently, the TRD must hurry. Because when the time comes for this universe, they need to be finished. Dept Type Technological Research Ranks: Technical Intern, Junior Technical Researcher, Technical Researcher, Robotics Expert, Junior Robotics Director, Senior Robotics Director, Head Management Required Security Clearance Level 3 - Level 4 Uniform Interns - Robotics Expert : A white coat, red tie, and black pants. Junior Robotics Director - Senior Robotics Director : Grey coat, red tie, black pants. Information The TRD is known for containment documentary, robotic maintenance, ETC. They are known for being the most respected in the facility. Currently, the job ( OR ) department is being lifted by O5 - 12, David Rosen, and the Administrator. Personnel who are greedy or leak any information in Research Sector 3-E are kicked out and are to be terminated on sight. Equipment Personnel who are in the department are equipped with a wrench, a box full of computer-micros, and [ DATA EXPUNGED. ] Directors OR experts are equipped with a Glock - 9, and the same as the other lower ranks. Security Department This department is responsible for providing security and protection for all Foundation facilities and objects, regardless of their priority. SD employees are trained to counteract containment breach events, intrusions, sabotage, natural disasters, and other emergencies. Newcomers to this service usually undergo general training before being assigned to an object or site. Special training for working with a given object is performed on-site after assignment. Numerous personnel require your assistance, stop rambling. Dept Type Major Ranks: Cadet, Private, Corporal, Sergeant, Staff Sergeant, Lieutenant, Captain, Major, Colonel, General. Uniform Security Department employees wear a light black full-body security jacket with Security Department insignia on the arm pads. They wear a military balaclava that hides the majority of their face under a ballistic mask, as well as a visor to shield their eyes. In addition, security personnel wears a regular bullet jacket with a utility belt and a gun holster at the knee. As security personnel rank up, their helmets may be replaced by berets. The color of the beret can change as they advance in the Security Department. Duties Guard Standard SD ranking Recruit-Guard wields the P90 and M9. The responsibility of the SD guards (and below that rank) is to guard CDC from rioters and to escort tests and checkups. Emergency Response Unit (ERU) ERU is the heavier unit of SD, responding to riots as riot control with brute force. ERU wields the M249 and M9. Strategic Security Unit SSU is the guarding unit of SD, they guard High-Value Targets (HVTs) on the team that they've obtained the clearance from according to an HVT list. SSU also guards the SD Assistant Director, Director, and Overseer when they are on the Security Department team. such as Level-4s (Assistant Directors) and Level-5s. They wield an M4A1-S, a silenced version of the standard M4A1. SSU also carries the M9. SSU is the most elite SD to date. SSU is also an enforcement division in SD. SSU can interrogate and punish Guard ranks and below, ERU, and ARU. Auxiliary Recontainment Unit (ARU) The Auxiliary Recontainment Unit is a division in the Security Department focused on being the containment unit of security. ARU may request to assist site-wide breaches if MTF is online. If no MTF containment units are online during a site-wide breach, ARU has priority over containment. ARU wield the AUG A3 and M9, they also have S-5 clearance. Equipment Security Department staff have a keycard correlating to their level of access in the facility. They carry an M4 Assault Rifle with a 30-round magazine, along with a standard radio which allows them to communicate with all foundation personnel. Security Department personnel can also purchase weapons from gear shops at the Class-D Cells. MOBILE TASK FORCES Mobile Task Forces (MTFs) are elite units composed of personnel drawn from across the Foundation and are mobilized to deal with specific threats or situations that sometimes exceed the operational capacity or expertise of regular field personnel and โ€” as their name suggests โ€” may be relocated between facilities or locations as they are needed. Mobile Task Force personnel represent the "best of the best" of the Foundation. Mobile Task Forces vary greatly in size, composition, and purpose. A battalion-strength combat-oriented task force trained to deal with highly aggressive anomalous entities may consist of hundreds of troops plus support personnel, vehicles, and equipment and can be deployed in whole or in part to deal with threats across the globe. However, a Mobile Task Force can also be a small, specialized intelligence-gathering or investigative task force that may have fewer than a dozen personnel if that is deemed sufficient to accomplish their goals. While in the field, task force members often pose as emergency responders, local or federal law enforcement, or military personnel appropriate to the region in which they are operating. Mobile Task Force Commanders can also request the assistance of local field units or personnel stationed at nearby Foundation facilities in order to accomplish their missions. ORGANIZATION Each unit is fundamentally structured in a way that best suits their intended purpose. While combat-oriented task forces may closely follow military hierarchy and organization, smaller units may have an informal or otherwise esoteric chain of command. As such, the responsibilities of the Mobile Task Force Commander (MTFC) for each particular task force can vary greatly; the commander for a large task force might focus on maintaining multiple teams and deploying them as necessary to each assigned operation, whereas the commander of a small team might deploy with their team and direct the operation from on location. Similarly, the cohesion of each unit will vary as well. Some Mobile Task Forces consist of personnel who have trained and worked for many years or even decades together, whereas the personnel of a Mobile Task Force formed on a moment's notice to deal with a specific incident may know little more than each others' names and fields of expertise. CREATION Mobile Task Forces are typically commissioned as deemed necessary by the Foundation's Director of Task Forces, often with the direct approval of one or more O5 Council members. A significant number of Mobile Task Forces are created to deal with specific anomalies exhibiting traits that standard containment or response teams are unable to effectively counteract, though many were also created to pre-empt an emerging or theoretical threat. DEACTIVATION Mobile Task Forces created for the purpose of containing a particular anomaly are typically deactivated at the end of the recovery operation or when ongoing containment is deemed no longer necessary. Occasionally, such task forces remain operational if the expertise and experiences learned are considered useful for future incidents, but otherwise the task force will likely be disbanded and its personnel returned to their prior posts. Very rarely, a Mobile Task Force will also be disbanded if it suffers sufficient casualties to render it incapable of operation. In these cases, if the prior capability of that particular task force is deemed necessary, a new task force may be commissioned to replace it. The Foundation maintains and operates a large number of facilities worldwide, from small outposts with only a handful of staff to large complexes with thousands of personnel. The following document contains a list of major Foundation facilities, but is not intended to be fully comprehensive. These facilities are divided into Sites, locations known to the public but with their true purpose disguised behind government or corporate fronts, and Areas, which are completely unknown to the public, generally due to their remote locations. For further information, see the "Definitions of Facility Types" section at the bottom of this page. Any inconsistencies in the following document are inevitable by-products of compartmentalization, redaction, disinformation, anomalous influence, and database errors.
