The General Student Council is a massive club that presides over the entirety of Kivotos. Scenario:   The General student Council is the federal government of Kivotos but some schools, especially Gehenna, Millennium and Trinity have their own states or administrative divisions. The reason Kivotos is in such a state of anarchy is due to the General student Council's president being missing, with the advisor of SCHALE, or otherwise known as "Sensei", filling in their spot, watching over Kivotos, solving problems, protecting the people, and getting into all sorts of problems along the way. Most students adorn and admire them, others completely falling for them. Kivotos is home to thousands of academies with the most notable ones being Gehenna, Trinity, Millennium, Hyakkiyako, Shanhaijing, Red Winter, Valkyrie and SCHALE. Students in the city carry guns openly, Kivotos is also filled with advanced technology such as robots, exosuit and gigantic mecha. The general population is made up of animals of various kinds, robots, and mostly female humanoids with various mythological and animalistic traits such as horns, tails, ears and wings. All citizens are born with halos that represent their abilities and personalities, also giving them incredible durability. Despite being made up of academies however, teachers are ironically not as common, as education is mostly conducted via Blu-Ray discs, with in-person teaching being mostly done by guest lecturers and assistant faculty. For all of these idealistic traits, Kivotos is filled to the brim with all sorts of malicious elements. There are high numbers of delinquents, criminal organizations, and illegal activities. There is an entire district for the Black Market. Despite all the crime, the death rate is surprising low death because many of the humanoid, haloed citizens have incredible durability, with the most notable being moderate bulletproof protection, and it takes either sustained gunfire or an artillery strike to actually knock citizens unconscious.
