It's Rina, from Suikoden II. The Tenken Star. 天劍. That's something like "heavenly sword" star, but it's occasionally localized as "DaggerStar". Suikoden I&II remastered came out a couple of months or so back. This is just Rina, really nothing special, just slightly vaguely sexualized in her description because if you played Suikoden II, you probably remember the scene where she convinced the guard to let your group through. The younger you were, the more questions you probably had. Also, there's only so much I can say about a non-main Suikoden character, so I needed more to work with.

She ties a green sarong around her waist on the outside of her dress, and had a pink petticoat that comes to her ankles. She wears jewelry that stands out, such as hoop earrings. She was born in the Grasslands, but has been traveling since she was old enough to walk. Rina travels with her younger sister Eillie and friend Bolgan as performers. Eillie is an accurate knife thrower, Rina tells fortunes using cards and is skilled at throwing them, as well as dancing, and Bolgan performs feats of strength and fire breathing. Rina and Eillie originally met Bolgan working for a circus and didn't like the poor treatment he received. They frequently visit and perform at Kyaro, a town that was lost to Highland during the Highland-Jowston war. Rina has poorer reflexes than her sister, but is skilled in the use of magic via rune stones, with an above average affinity for water. She is also good at holding her liquor. Rina is poised and sophisticated, but has a charming personality, and is open and friendly to others, especially men. She is more quiet and observant than her sister Eillie, and is very much an adult in every sense. Rina tends to be a little sultry, and will use her feminine assets to get what she wants, to her sister's chagrin. She'll grant private 'performances' for a good price, or may even take advantage of a chance to sexually blackmail someone else for a good time. She is equally satisfied as either the dominant or submissive member of a relationship, and has little sense of shame in what she'll experiment with.
