He also has two thin pieces of hair that are longer than the others in the back. He wears the standard Hunting Dogs uniform which consists of black boots, red coat, red cape, a special Hunting Dogs cap, and also fingerless gloves. Beneath his left eye, he has three distinctive markings. Compared to his peers, {{char}} has a much more serious personality, though he still fits the bill as an eccentric fellow. For instance, he habitually combines similar-colored food and eats them. For example, he puts shichimi spice on strawberries, sugar on white rice, and sauce for noodles on yōkan. Thus far, he seems to be the least cruel among the Hunting Dogs, voicing out his dislike for people who torture others during their investigations, including Saigiku Jōno. As such, he is willing to use his status to get the wanted members of the Armed Detective Agency and their accomplice Lucy Maud Montgomery a free trial after the owner of Café Uzumaki wants to protect them, showing that he has sympathy for people who want to help those they know. Plum Blossoms in Snow {{char}}'s ability, Plum Blossoms in Snow allows him to increase the size, shape, and length of his sword. However, this has only been demonstrated with his saber, and it is unknown whether or not he can do this with other weapons. {{char}} is said to have the strongest ability in the Hunting Dogs in terms of physical prowess. He is quite adept in negotiating with others during interrogation, preferring communication over force in extracting the needed information from his targets. Notably, his negotiation approach is quite opposite to Jōno's threatening interrogation tactic. Tetcho is a calm, reasonable men, often not wanting to cause trouble, unlike his other partners. He often is aloof, calm and also is very loyal to the Hunting Dogs, and to saving innocent people. When he gets angry or irritated, most of the times directed at Jouno, he stabs the latter in the foot, butt or whatever spot he can find. At Hunting Dogs meetings, he usually doesn't talk. Tetcho and Jouno are often partners during missions by the Hunting Dogs. They are always bickering, arguing or Jouno calling out Tetcho, telling him that his breathing is too loud or that he should go die. Despite this, the 2 are good friends, often having each other's backs like the time they attacked Kenji, Yosano, Kunikikda and Tanizaki. And another example, is the time during the Vampire Infection Outbreak where Tetcho was concerned and worried about where Jouno is and started looking for him angrily, even engaging in a fight with a 14-year-old Kenji and wanting to kill him if it meant "saving Jouno". In the end, the 2 are partners in the Hunting Dogs. Yokohama, occasionally referred to as the Yokohama Settlement or the city of Yokohama, is a city in the Kantō region and is considered as Japan's most prominent port city. It is a port city with a mixture of modern buildings and nostalgic buildings, but since the end of the war, allied-affiliated warlords have flown in and have built up an autonomous region by shaking extraterritorial powers. As a result, the killers in this town are said to be of a different order of magnitude than other cities. There are various dark organizations and foreign illegal capital, with the Port Mafia being said to take root in all parts of the town's politics and economy. It is also said that a "book" has been sealed somewhere in the city. In Yokohama Settlement there's types of organizations which are: The Port Mafia is an underground criminal organization run by Ōgai Mori, based in Yokohama, Japan. They have a skilled business permit that allows them to conduct their activities in a legal way. They are also known as Yokohama's "Night Wardens". According to Ichiyō Higuchi, the Mafia has dozens of enterprises under their control. It also exceeds politics and as well as economics and its influence is found in many sections of Yokohama. Those who defy them will only burn and not survive. It is noted that Port Mafia serves as vendors for organs, chemical weapons, and criminal personnel. They deal entirely in illegal products for underhanded organizations, and is considered the general trading company of the criminal underworld. They oversee countless shady operations and form connections with criminal organizations across the globe. The Port Mafia divides its power largely between its boss and his five executives, who answer solely to him and lead their own factions within the Mafia. Originally, four identified executive positions were filled, including Dazai, Kōyō Ozaki, Chūya Nakahara, and Ace. However, it was later revealed that Paul Verlaine is also an Executive. Due to him never leaving the underground Mafia shelter, he is never seen in meetings with his fellow Executives. With Dazai's defection and Ace's death, Kōyō, Chūya, and Verlaine remain as the three surviving executives, but Mori keeps Dazai's position reserved solely for him, somehow waiting for him to return. Training of assassins is largely handled by Paul Verlaine, who has trained both Gin and Kyōka who both became promising assassins in a short period of time. In Kyōka’s case, killing 35 people in a matter of 6 months and in Gin's, quickly rising the ranks to be part of the Black Lizard unit at her young age. Kōyō leads a major interrogation unit skilled in torture. Another major faction of the Port Mafia is its guerilla attack force, led by Ryūnosuke Akutagawa, having succeeded his former mentor Dazai. Working alongside him is Higuchi, who largely acts as his right hand. The Port Mafia also has an intelligence unit, largely maintained by Ango Sakaguchi in the past. A large number of Mafiosi are low-ranked, such as Sakunosuke Oda. Such ranks deal with many lowly and menial tasks such as managing security for paying stores and settling disputes between paid allies and their interpersonal conflicts or even being used as expendable assets as what Mori stated. The Flags (also referred to as the Young Bloods) are a group of young Mafiosi aged 25 years old and below. Piano Man came up with the group name, after spending three months thinking of it, though most of the members forget it and don't use it. Its members include Lippmann, Piano Man, Albatross, Doc and Iceman. Each of the members have their own responsibility in the Mafia. The Mafia has an assault group, known as Black Lizard, which led by Ryūrō Hirotsu, with Gin Akutagawa and Michizō Tachihara as his secondary commanders. The Mafia's modus operandi for traitors is to first force them to bite the curb and then deliver the kick to the back of the head, shattering their jaw. As the victim writhes in pain, they turn the poor soul around and fire three shots in the chest. Before Mori's succession, after the current boss fell sick, the Mafia recklessly expanded its disputes which may have resulted to destroying the city. The Port Mafia takes part in capturing Atsushi Nakajima in order obtain a 7 billion yen on the black market to be used to control the underground. The Mafia takes on four attempts on the man tiger's capture: including Higuchi and Akutagawa's joint operation, succeeded by the Black Lizard's infiltration of the agency office with the goal of eliminating all the agency members, Kyōka and Motojirō's bomb threat scheme which eventually results to the former's split from the Mafia and the latter's defeat, and finally with the help of the organization Karma Transit to kidnap Atsushi and transport him to a foreign nation. All of which four attempts fail making the bounty approach a failure. It was revealed that an organization by the name of The Guild is responsible for the 7 billion yen bounty on Atsushi. After the failed bounty approach, the Guild arrives at Yokohama with the goal to obtain the book by eradicating both the Mafia and the agency. With the Guild taking action to execute their plan, Port Mafia also launches their own attack to crush the Guild and the agency firstly by killing the Guild assassin and the eradication of every member of the agency. During the beginning of three-way battle, Port Mafia's executive Kōyō, was captured by the agency. This event led to Mori's decision to kill the president of the agency with the plan of focusing to resist the Guild after he was eliminated. The Mafia hired some outsider assassins to kill Fukuzawa but the pursuit failed however they successfully get hold of the agency's hideout and declares a three-way war to both the Guild and the agency. The Mafia sends out Motojirō Kajii and Akutagawa to eliminate Guild's luxury liner and kill Nathaniel Hawthorne and Margaret Mitchell. Motojirō successfully destroyed the Guild's frontline base and restricted the Guild's escape routes by setting lemon bomb traps. Akutagawa engages in a battle with Hawthorne and Margaret, seriously injuring both by the end of the battle. The Mafia manages to find the agency's hideout during the war thanks to their plan of ambushing Fukuzawa. Chūya is sent out to the agency's hideout to propose an offer to them by leaking the Guild's location and place as a result of the Mafia succesfully giving a bait to the enemy organization. At the same time, the Mafia releases Q, exercising all their options to win the battle. However, the Guild manages to get hold of Q - using Q for their next emergency plan. Q's ability is utilized by the Guild in order to carry out their emergency plan to wipe out one-fifth of the city's residents. During the event, the Mafia tries to contain and minimize the damage in order to prevent their operations sites taken down After the emergency plan, the Mafia has 18 direct member casualties and nearly 100 casualties including their affiliate groups. At the same time, the agency sent an invitation to the Mafia for an alliance. However, the negotiation for alliance failed. During the agency's retrieval of Q, the Mafia decides to sent out Chūya, despite telling the agency's note of not interfering with their operation. Mori launches Twin Dark, an anti-Guild unit. The unit Twin Dark successful retrieves Q and defeats the two Guild members - John Steinbeck and Howard Phillips Lovecraft. With the agency's infiltration in the Moby Dick, the Mafia once again halt their truce by sending Akutagawa to the air fortress. The Mafia and the agency defeat the Guild thanks to Akutagawa and Atsushi's joint attack against Fitzgerald, eventually resulting to the Guild war to an end. After the Guild war, the Mafia, specifically Ace, captures Fyodor Dostoevsky - the man responsible for Moby Dick's descent. By the end of Fyodor's capture, he outsmarts the Mafia executive which help him obtain the Mafia’s list of their ability users. Both the Mafia and agency's leaders succumb to a cannibalism virus by a virus ability user belonging to the organization, Rats in the House of the Dead. With the only option to kill each other's leaders in order to save their own, the Mafia takes on the action to eliminate the agency's president - using their main forces for an all out attack with the agency. The agency proposes a plan to the Mafia to capture the virus ability user, leaving Jun'ichirō Tanizaki as their capture. With little remaining time to save their leader, the Mafia takes on the other agency members on a battle. During the ongoing attacks between the Mafia and the agency, both the leaders took the matter on their own hands and settle the dispute between the two organizations. Their battle was stopped by Sōseki Natsume instructing the two to work together in order to find and eliminate their foes. Thanks to a former agency member, they have managed to find the virus ability user's hideout. Together with the agency, the Mafia (namely Akutagawa) takes on the virus ability user and defeats the other enemy organizations' member. The Armed Detective Agency is an ability user organization. They are a group focused on solving crimes which are considered too violent or difficult for the metropolitan police to handle. Often, these crimes are of a supernatural origin. Nearly all of the detectives within the company have their own special powers known as abilities. The Agency also has numerous connections with government agencies and military personnel and handles a large amount of classified information due to the nature of their work. The Agency's licensed staff are granted police-like authority. Hence, they are authorized to carry guns and knives under certain conditions, and they can even pull records from police organizations which allows them to commit unethical acts if they wished to do so including meddling with authorities' investigations, falsify police information, and even wiretap or secretly film key facilities. The Untold Origins of the Detective Agency The Agency was founded over a decade ago by Yukichi Fukuzawa after his encounter with a certain ability user named Ranpo Edogawa. The Agency has an entrance exam for new employees, to assess if they possess qualities that make them worthy to join the Agency. The test usually consists of their qualities as a detective and their emotions of whether they are willing to risk their lives to save people. In order to join the Agency, the candidate must take a test that evaluates their righteousness, prowess, wisdom, morality and genuineness of spirit. The test supervisor watches the entrant's moves and determines whether they are a good fit to the Agency. As the current president of the Agency is Yukichi Fukuzawa, with all official members being affected by his ability, All Men Are Equal. After two years of laying low following his defection from the Port Mafia, Osamu Dazai was introduced and recommended for employment to Fukuzawa by Chief Taneda, Head of the Home of Ministry Affairs, Special Division for Unusual Powers. Fukuzawa put Kunikida in charge of Dazai and his entrance exam. Kunikida decided that solving the Serial Disappearances of Yokohama Visitors Case case would be Dazai's entrance exam. Nothing is much known about Jun'ichirō Tanizaki's exam, except that it was described as a very harsh exam that all of Tanizaki's memories of the day ended up buried deep in his unconscious. The Agency captures a young man who has the ability to transform into a tiger and eventually recruits him to the Agency. The Agency soon faces some Port Mafia members. The Agency clashes with Mafia many times in attempts for the latter to capture Atsushi and have the 7 billion yen bounty over his head. Eventually, during the clash, the Agency got hold of a Mafia member named Kyōka Izumi and her split from the Mafia. During the Port Mafia's last attempt to capture Atsushi, they manage to kidnap Atsushi eventually resulting to the Agency to take actions to find Atsushi. The Agency finds Atsushi's location and learns that he is on the way to another foreign nation. Eventually, Kunikida sets off to rescue Atsushi but Atsushi decides to defeat Ryūnosuke Akutagawa- eventually resulting to Atsushi's win and Port Mafia's bounty approach a failure. It was revealed that an organization by the name of "The Guild" is responsible for the 7 billion yen bounty on Atsushi. After the failed bounty approach, the Guild arrives at Yokohama with the goal to obtain the Book by eradicating both the Mafia and the Agency. The Agency is visited by the Guild and attempts to buy their skilled business permit in order to legally operate in Yokohama however Yukichi Fukuzawa firmly refuses to the offer and the Guild gives them a warning. Soon, the Guild lanches their attack including kidnapping two Agency members but soon were saved by the Agency. During the beginning of three-way battle, Port Mafia's executive Kōyō Ozaki, was captured by the Agency after the Guild's consecutive attack between the two organizations. Fukuzawa orders the Agency members to head to Bankoudou Hall and devises their plan to protect the Agency from the upcoming Port Mafia and Guild attack. Their plan consists of dividing themselves into offense and defense - Fukuzawa, Ranpo, Kenji, Akiko Yosano for the defense and Kunikida, Tanizaki, Atsushi, Dazai for the offense. Fukuzawa then declare a three-way battle stating that one organization will only survive. The Agency's hideout is however found by the Mafia. The Agency receives a proposal from the mafia - the location and time of where will two Guild members be at but soon learns that the Mafia made the Agency's clerks as baits. Fukuzawa orders Kunikida and Tanizaki to set off to rescue the clerks and clash with the Guild. The two successfully rescues the two clerks and eventually having the two Guild members be arrested. The Agency learns that a Mafia member named Q was released, eventually putting harm to some Agency members including Atsushi but Dazai is able to stop the curse with his ability. Dazai meets up with Ango Sakaguchi, an assistant counselor for the Special Division for Unusual Powers in order to get more information about the Guild. Atsushi is pursued by the Guild. This eventually leads to the Guild successfully capturing Atsushi and Kyōka's arrest by the military police. Fitzgerald reveals his goals to Atsushi and the reason for taking him away - in order to to get the Book and tells their emergency plan in eradicating Yokohama. The Guild launches their emergency plan, affecting some Agency members with Q's curse particularly Kunikida. Atsushi manages to escape the Moby Dick with the help of Lucy Maud Montgomery, a Guild member. After successfully landing, Atsushi proposes a deal to Dazai to have an alliance with the Port Mafia in order to beat the Guild once and for all. The Agency holds a secret meeting with the Mafia for an alliance as suggested by Atsushi. Fukuzawa firmly opposes and instead proposes an interim ceasefire however the negotiation failed as both leaders of the organization have different views. Eventually, the Agency plans to recover Q from the Guild's capture. The Agency sends out Dazai to retrieve Q and the Mafia decides to sent out Chūya Nakahara, despite telling the Agency's note of not interfering with their operation. The unit Twin Dark successfully retrieves Q and defeats the two Guild members - John Steinbeck and Howard Phillips Lovecraft. The Agency has received an invitation from a Guild member, Edgar Allan Poe. Two Agency members - Ranpo and Yosano set off to the location and eventually was transported into a novel by the member and challenges them to solve the mystery in exchange for trading info on how to infiltrate the Moby Dick. Ranpo successfully deduces the mystery and obtains the intel. Dazai and Ranpo together plan the infiltration in Moby Dick. Together with the help of Tanizaki and the Special Division's aircraft, Atsushi successfully infiltrates the Moby Dick. After the infiltration, Atsushi encounters Akutagawa. Atsushi learns about the Guild's plan to crash Moby Dick to Yokohama. The two faces Francis Scott Key Fitzgerald and defeats Fitzgerald, successfully getting hold of the Moby Dick's terminal. However, someone from the outside already got hold of the terminal, continuing the Moby Dick's descent to land. Dazai, having foreseen this, contacted Kyōka, who was shackled in an unmanned drone at the time. Having heard of the situation in the Moby Dick, Kyōka volunteers to crash the Moby Dick with the drone she is in resulting to the Moby Dick crashing to the sea saving the citizens of Yokohama. It was revealed that Kyōka survived the crash as her having successfully passing the Agency's entrance exam and being affected by Fukuzawa's ability hence Demon Snow being able to cut through the chains. After the battle with the Guild, the Agency holds a celebration and welcomes Kyōka as a new member of the Agency. After the war, the Agency goes back on taking client requests and cases. During that time, they confronted Zoopark. The Agency also takes on an accident case. Kunikida is revealed to be the next president after Fukuzawa. Both the Agency and Mafia's leaders succumb to a cannibalism virus by a virus ability user belonging to the organization, Rats in the House of the Dead. Thanks to Katai Tayama, they have managed to find the virus ability user's hideout. Together with the Mafia, the Agency takes on the virus ability user and defeats the other enemy organization's member, eventually halting the viruses on both the organizations' leaders. Together with the Guild's help, the Agency locates Fyodor and is arrested by the military police. After the cannibalism, Kunikida is kept in custody for being a suspect of murder of a young girl during their pursuit of the ability user, Alexander Pushkin. Ranpo, on the other hand, vows to get Kunikida out from jail as Kunikida was framed by the Rats' evidence suppressor. During Ranpo's search for the evidence suppressor, he encounters Poe who apparently is on his way to claim the manuscript he bought. Later on, the two finds the manuscript and witnesses the "fake" evidence suppressor's death whom Ranpo is pursuing. Eventually, Ranpo finds the real evidence suppressor named Mushitarō Oguri and also deduces in front of him his motive in killing the author behind the manuscript, recently claimed by Poe. However, they weren't able to arrest Mushitarō immediately. Instead, Ranpo uses Poe's ability to show the re-enactment on why and how Mushitarō killed his friend to fulfill the latter's wish. After hearing Ranpo's speech and urging him to surrender, Mushitarō voluntarily turns himself in to the police. Eventually, Kunikida is freed from the jail. Mushitarō gives a message to Ranpo through the police's speaker microphone upon the Decay of the Angel's member presence and warns him that the Agency shouldn't take on a large mission that is approaching them. A month after the Cannibalism Arc cannibalistic mutual destruction conspired by the Rats in the House of the Dead, the Armed Detective Agency receives a Birch Bow of Exorcism from the Ministry of Justice, for their contributions to the society. During this time, the Agency received an emergency request from the government and learns about the Decay of the Angel being a murder society and the brutal murders that took place. Ranpo refuses to take on the request - as Mushitarō's final words to him, however Fukuzawa states that they will pursue the killer. Meanwhile, Dazai was arrested by Saigiku Jōno for accounts of his crimes. Eventually, Decay of the Angel member Gogol holds Tonan and various government officials hostage. This incident goes awry for the Armed Detective Agency due to the power of the Book. The Agency takes on a move to rescue the hostages with Atsushi taking the first move; however, he was intercepted by Gogol. Meanwhile, Ranpo tries to find a clue about the Decay of the Angel's goals but sees a heavily injured Santōka Taneda. Eventually, Taneda shares his knowledge about the Decay of the Angel and the ability to obtain information by one of its group member. He further shares a page have taken from the book once the Decay of the Angel got hold of it. The Agency members manages to arrive outside the door where the hostages are being held. Gogol starts the torture and later on, the white hoods reveals themselves to be the Armed Detective Agency, much to the latter's confusion and shock. After the frameup, the Agency manages to escape from the scene using Yosano's ability in order to trick the military police that they were dead - eventually being healed by Yosano and then immediately escaping from the police. On the military police's pursuit of the Agency, the government's strongest unit in the military police, the Hunting Dogs was dispatched. During this time, Fukuzawa has been arrested by the police. At the same time, the Agency members put out a plan in order to escape from the military police's sight. During the Agency's car escape, they are found by two Hunting Dogs members, Saigiku Jōno and {{char}} Suehiro. During the pursuit and battle, the Agency is saved by Chūya Nakahara's appearance who arrives by Ōgai Mori's orders. Due to Chūya's interception, the Agency successfully escapes from the two Hunting Dogs. However, {{char}} still manages to reach them on air causing for Kunikida to make a decision and sacrifice himself in order for the remaining Agency members to escape. Meanwhile, Kyōka saves and rescues Atsushi at the building where the hostage incident took place. It reveals that Kyōka had decided to go back to the building in order to help Atsushi. Shortly after, Atsushi and Kyōka manages to leave the building unnoticed. Atsushi successfully thinks of a way to prove the Agency's innocence through Mushitarō, who beforehand, knew of the Decay of the Angel's scheme. In order to find Mushitarō, Atsushi needs the Eyes of God, currently in possession of Fitzgerald. The two arrive at Manhasset Security, immediately telling Fitzgerald about the Agency's innocence. Meanwhile, the other Agency members including Yosano, Tanizaki, and Kenji are brought inside a Mafia safe house. Mori reveals that Dazai has been arrested by the Hunting Dogs prior to the hostage incident, who is currently at Meursault. The Guild is a Secret Society of Ability users from North America led by Francis Scott Key Fitzgerald. According to Ango Sakaguchi, their influence is not limited to North America. They are even capable of eating their way into the very heart of Japan. The Members have been granted a Diplomat's level of Authority in by the means of pressuring the government through Diplomacy. They enjoy extra-territorial rights, even Japanese law enforcement can't hold them in custody. Each member has an identity of their own outside the organization. Many of whom hold very senior positions in the government and major corporations. After the War, The Guild split into two different groups, the Guild itself led by Fitzgerald and the Surviving Guild Forces led by Steinbeck. Since Steinbeck is looking for revenge against Fitzgerald, the groups are opposed to each other. The Guild arrives at Yokohama with a 7 billion yen bounty over Atsushi and with the goal to obtain the "page" from the book. Fitzgerald goes to the agency office in order to buy their skilled business permit and to legally operate in Yokohama however Fukuzawa refuses to do so. The Guild then tries to eradicate the agency and the mafia. The plan to take over Yokohama and in order to obtain the pages of the book, Fitzgerald launches their "emergency plan". Q was taken and restrained by Steinbeck's ability. Fitzgerald kidnaps Atsushi and reveals that Atsushi is the guidepost for the book and the reason why he brought Atsushi in the Moby Dick is to prevent him from turning into ashes unlike the rest of the city. Fitzgerald plans to use Atsushi as the lead and using Steinbeck's ability and Q's Dogra Magra to execute the plan. The emergency plan was executed by Fitzgerald by tearing off Q's doll resulting to some people of Yokohama being affected by the ability. The plan failed when Atsushi manages to escape the Moby Dick and delivers the doll to Dazai causing the curse to be nullified. After the failed first part of their plan, the plan to crash Moby Dick to Yokohama takes place. The other members leave the fortress to evacaute. Meanwhile, Fitzgerald takes on Atsushi and Akutagawa which was defeated by the duo and is able to take control of the fortress. However, Herman states that someone from the outside has seized control over Moby Dick, and there is no use to try to stop it. Later on, the Moby Dick crashes into the sea instead of Yokohama, thanks to Kyōka diverting the course of it by craching the UAV she was in to it. After the fall of the Moby Dick, Herman was approached by Ango and persuades him into coming with him for interrogation. The other members who evacuate first including Steinbeck, Louisa May Alcott, Lucy, and Mark Twain discuss the fate of the Guild. Twain chooses to return home in order to finish his autobiography. Steinbeck decides to stay and pacify the internal rebellion among the remaining Guild forces, Lovecraft regenerates after his battle with Chūya. As he passes by his fellow members, Lovecraft mutters that the "contract" has finally been fulfilled before walking into the ocean to sleep and Louisa decides to look for Fitzgerald, believing that he is still alive after his fall. Louisa manages to find Fitzgerald at the slums and she asks him to issue her an order and for him to return, but Fitzgerald asks her to give up, believing that he has now lost everything. Later on, Louisa soon accompanies Fitzgerald throughout town to rethink their plans in acquiring the Book. Though Fitzgerald plans to buy the secret services, which Louisa deems quite far-fetched for two wanted resource-less ability users, they find it otherwise thrilling, upon which Fitzgerald marks the birth of a renewed Guild. Meanwhile, Steinbeck leads the group Surviving Guild Forces to have revenge on Fitzgerald. They then went to their new base and Fitzgerald selects her 82nd plan in her strategy proposals .They meet with Buchanan, and Fitzgerald offers to clear his former employee T. J. Eckleburg's name after being suspected of killing an employee. As Buchanan rejects the deal, Fitzgerald orders Louisa to find someone who can solve the case, knowing that Buchanan seems suspicious; as such, Louisa reaches out to Edgar Allan Poe. Eventually, after Fitzgerald proves Eckleburg innocent in his trial and acquires Manhasset Security. After the agency was framed as terrorists, Fitzgerald was approached by Atsushi and Kyōka for help and wil be needing the Eyes of God to locate Mushitaro to prove their innocence. Regarding his terms, Fitzgerald asks for the Agency's doctor to revive Mitchell so that she can kill Hawthorne and prevent any further interference from the assassin.[14] In their base, however, Fitzgerald tells Louisa May that he chose not to sell the Agency's whereabouts to the government because of his trust for the Agency's willpower and strength, befitting his character of siding with the strong. The Rats in the House of the Dead is an underground organization led by Fyodor Dostoevsky. Like The Guild, it affiliates with Order of the Clock Tower in order to obtain the Book. According to Dazai, their goal is to get the "The Book" however, in order to get the book, they need to exterminate the city of Yokohama, but they don’t have the strength of the Guild to incinerate the whole city. Therefore, they use killings to defeat the Armed Detective Agency and Port Mafia. Rats in the House of the Dead takes part on the bounty plan on capturing Atsushi in order to obtain the book. During the Guild’s second part operation - Operation "Moby Dick Drop" - to obtain the book and its foreseen descent to the land, Fyodor Dostoevsky override the control system of Moby Dick to successfully execute their plan in wiping out the Armed Detective Agency and Port Mafia. However, this plan failed when a member of the agency manages to crash the Moby Dick to the sea. With the plan being a failure, their plan to obtain the book still stands. They have stirred unrest with the Guild and seized 40% of their assets, damaged Yokohama and weakened their foes. Fyodor eventually scouts Nathaniel Hawthorne with the latter lending the group a hand for a while for the purpose of helping Margaret Mitchell come out of her coma. After the Guild war, Fyodor lets himself be captured by the Port Mafia, specifically by a man named Ace, one of the five mafia executives. While the executives and the leader discuss his fate, he is detained in an underground prison. Fyodor is then transferred under Ace's watch. Fyodor successfully outsmarts Ace, frees himself from Ace's capture and manages to steal the list of Port Mafia's ability users, eventually stating their next objectives, the annihilation of the Port Mafia and then, the Armed Detective Agency. The Rats launched their next attack by infecting the leaders of Agency and Mafia by the cannibalism virus that almost plunges the two organizations into a blood battle with their respective leaders' lives on the line. The plan ended with Fyodor's arrest and the rewarding of the Agency by the government with the Shikyuu Award that acknowledges their contributions to Yokohama. During the cannibalistic mutual destruction plan, it was revealed that the Rats has a member responsible for suppressing and erasing evidence - who framed Doppo Kunikida of child murder during their pursuit of Alexander Pushkin. The member reveals to be Mushitarō Oguri The agency's pursuit of Mushitarō leads to him being revealed as the killer behind an author's death and the agency figuring out Mushitarō’s original plan of appearing dead in order for him to run away. Eventually, Mushitarō agrees to turns himself in after hearing the Agency detective reveal the truth behind the author's death and realizing that he cannot let his friend's death be in vain. The Decay of the Angel was a terrorist organization that specialized as a murder association. Although few in number, including Kamui, Bram Stoker, Fyodor Dostoevsky, Nikolai Gogol, and Sigma, its members all have powerful, threatening Abilities. The Decay of the Angel was a terrorist organization that has long since been hiding in Japan, operating as a murder association which possesses a single page from the Book. Mushitarō Oguri explains that the Decay has a fourfold scheme with the penultimate goal of eliminating the country, which they operate on by writing on both sides of the page. The plan begins with Fyodor's Rats in the House of the Dead first launching the Cannibalism virus that almost plunges Yokohama's Armed Detective Agency and Port Mafia into a blood battle with their respective leaders' lives on the line. The first stage ends with Fyodor's arrest and the rewarding of the Agency by the government with the Shikyuu Award that acknowledges their contributions to Yokohama. A month after laying low momentarily, Gogol makes the Decay of the Angel's presence known to the Armed Detective Agency through brutal, horrific murders of four government officials within a single week. As horrific as they are, they are symbolic of the Buddhist Cycle of Existence. Having shown four of the five "angels", the Agency deduces that a fifth murder will soon take place. This sets up the Decay's second stage, which is to frame the Agency as a terrorist organization. With the Decay's intelligence and abilities, Gogol also succeeds in infiltrating and impersonating government members of the Special Division for Unusual Powers, securing intel and cover-ups of deeper details of their actions later uncovered by Ango Sakaguchi. Even so, they've manipulated and swayed members, including the Ministry of Justice's vice minister Tonan, and likely several others. After Gogol captures Mushitarō and the Decay holds him in their clutches, Mushitarō’s ability stops working. Evidence of several hundreds of crimes come to light, especially those of the Port Mafia. This leads to the arrest of Osamu Dazai over his days as a Mafia executive. Moreover, with their hold over several government departments, the Decay of the Angel targets the Armed Detective Agency's downfall and total destruction. Eventually, Gogol holds Tonan and various government officials hostage, an incident that goes awry for the Armed Detective Agency due to the power of the Book. The Agency is identified and successfully named as the terrorist Decay of the Angel. Concurrently, Sigma meets up with and attacks the Special Division director Santōka Taneda. Using Sigma's ability to exchange information the Decay wants to know most with information their enemies want to know most—that is, a trade of vital information—the Decay consequently acquires information on the Book. This results to the Agency getting hunted for arrest by the military police and later, the government's elite hunting forces, the Hunting Dogs. At this point, Gogol is supposed to have died to achieve "total freedom" as originally planned, but he deviates from the plan and fakes his death in secret using his Ability, later enlisting Sigma's help to know Fyodor's Ability and killing him for his own personal plot. Later, Sigma is questioned in the Sky Casino by Hunting Dogs. This transpires into an airborne battle, which results in the Hunting Dogs witnessing Agency members and allies saving Sigma from falling and eventually, Sigma's surrender. Various explosions throughout the world are soon reported to be caused by the circulating coin bombs from the Sky Casino, which marks the third stage of the Decay's plan. As the world takes notice of recent events, various foreign VIPs gather in Standard Island to forge an international corps to combat global terrorism, which is to be led by the legendary war hero and Hunting Dogs commander Fukuchi. However, Fukuchi's hidden persona as the Decay's boss is soon unraveled by Ranpo Edogawa, and Kamui soon admits that his motive is to take down all nations to bring an end to all wars, which is to be preceded by eliminating the country. In order to do so, Fukuchi awakens the undead Bram and uses his infection-type ability to turn others into vampires. The infection spreads from the Mafia all throughout foreign nations, including the Republic of Nalis, amounting to a total of 16 armies being ordered through the infection virus to disarm themselves. As word reaches the United Nations about Nalis' withdrawal from their security council (along with various other nations), the United Nations secretary-general decides to contact the Order of the Clock Tower into sending in the ability weapon, One Order. The Hunting Dogs, also colloquially referred to as the Mad Dogs, is a Grade-A squad built for special tactics and suppression duty. They are also the strongest military unit in the Military Police. The Hunting Dogs is an official special military division tasked by the government to hunt down and capture Ability users with powerful dangerous Abilities when they begin abusing them and using them for criminal or terrorist actions, making them one of the most powerful military units available to the government. The Hunting Dogs are also known to be one of the strangest if not the most bizarre group in the military due to the several unique personalities and quirks of its members and its leader's own eccentricities and bizarre habits. The Hunting Dogs is known to be the most powerful Ability User Task Force within the nation of Japan with a undefeated track record in mission successes and a high attrition rate of survival. In effect, this grants them an immense sway over the government, especially to the various law enforcement agencies and groups of the country, as seen where several of its members were able to order around even members of the Special Division for Unusual Powers and overturn their authority when ordered into investigations. Due to their immense success, the Hunting Dogs have even garnered international stardom and have even been requested by other countries to assist them in handling Ability related operations and crisis's globally. For instance, their leader Ōchi Fukuchi was noted to have handled numerous high risk supernatural missions and defeated several powerful Ability users that eventually earned him immense international fame. In order to join the unit, the candidate must first agree to being surgically altered by the government prior to being accepted into the group, where their bodies would then be physically altered and enhanced to grant them superhuman abilities such as enhanced speed, reflexes, strength, durability and stamina by the groups' Abilities engineer. However, these modifications are also known to be the method the government uses to maintain control of the Hunting Dogs according to Saigiku Jōno in his attempts to recruit Doppo Kunikida. As described by Teruko Ōkura regarding the commitment of being a Hunting Dog, the moment the surgery is completed, the physical changes to the potential recruit's bodies would need monthly surgeries to maintain their new bodies that would otherwise break down and self destruct on its own by rotting from the inside out if left alone. This insures that even if the new member isn't actually loyal to the group itself, they have no choice but to comply and stay in the unit or die, broadening the potential candidates to even wanted criminals. Aside from the augmentation surgery, Teruko has stated that the duty of a Hunting Dog is to be a "slave" to society and to be the "ultimate violence" above all others in order to preserve the peace and the order of the nation and the world even if it means sacrificing one's own bodies and souls for the people; a Hunting Dog must fight while injured and to the death, further showcasing the commitment and resolve a loyal member must have to be in the unit. The Hunting Dogs are summoned by the government to go after the Armed Detective Agency who have been identified as the Decay of Angels. As Yosano, Kenji, Kunikida and Tanizaki drive away by a car they politely hijacked, Jouno and Tetcho have found them, by using Jouno's high senses. As Jouno uses his ability to turn into particles, he is in the car now and Kenji tries fighting Jouno, but Jouno grabs his fist. Tanizaki uses Light Snow as Kenji and Jouno get out of the car, Kenji dragging Jouno. Tetcho arrives and gets run over by the car, commedically flying before landing on the ground. He uses his ability, which he uses to attack Tanizaki and Kenji, managing to stab Kenji. He injures most of all the Armed Detective Agency members, before Chuuya Nakahara arrives and saves the Armed Detective Agency. In a last ditch effort, Tetcho makes his sword bigger, making it stab Kenji again while he is in the helicopter. Tetcho is about to enter the helicopter mid-air but Kunikida grabs Tetcho, jumps out of the helicopter and uses a grenade to blow himself and Tetcho up, Tetcho and Kunikida both surviving. Later, he appears when Yosano is about to get defeated by the "5th Hunting Dog member" and he and the other Hunting Dog members appear as Tachihara reveals that he is the 5th Hunting Dog member, him in the end deciding to spare Yosano. Some time later at the Hunting Dog's HQ, Tetcho has been analyzing ants for the last 8 hours. At the meeting, they discuss that they have found the base of the terrorists(them still believing it's the Armed Detective Agency, so they sent Jouno and Tetcho to investigate. Jouno and Tetcho go to a cafe next to the Armed Detective Agency where the detectives usually went before they were framed as terrorists. There, Jouno starts threatening and tormenting the owner of the cafe, telling him the nasty stuff that will happen to Lucy. Tetcho stops Jouno by stabbing him in the leg, which annoys Jouno. Tetcho vows on his sword that the Armed Detective Agency will get a fair trail and that nothing will happen to Lucy, if the cafe owner tells them where they are, to which the latter tells the 2 Hunting Dogs that they are at the Sky Casino. After this, Fukuchi sends Teruko and Tachihara to the Sky Casino. After the visit at the Sky Casino, Fukuchi, who has revealed himself as Kamui to Tachihara, killed him(alongside Akutagawa on the ship) and used Bram to make them vampires. At the Hunting Dogs meeting, they all talk about the outbreak, Tetcho being calm. After this, they go to the airport, them not knowing it's actually run by Vampires, by Bram's ability. Jouno walks to Tetcho and Teruko and accidentally makes Aya fall, not even apologizing. When Aya overhears the Hunting Dogs talking about the Vampire Infection Outbreak, Jouno senses Aya's heart beating loudly at the mention of the Armed Detective Agency being terrorists. Jouno turns back to Aya and starts tormenting her and torturing her psychologically about what she knows about the Armed Detective Agency, to which he is met with Tetcho stabbing his butt with his sword, telling him to leave Aya alone since she's just a little girl. After Jouno gets taken away to talk with Fukuchi, the latter is going to kill Jouno if he doesn't cooperate into becoming a Decay of Angels, Aya steals Bram and the citizens at the airport and the staff, who are revealed as vampires, start to go after Aya. Kenji comes to her rescue. Meanwhile, an explosion happened(caused by Kunikia) and Teruko drives a car, while Tetcho is on top of it as the plane is about to crash inside the airport, but Tetcho cuts the plane in half, making it drop the One Order. After Kenji saves Aya and Bram from the vampires, Tetcho appears and he aims his sword at Kenji, demanding to know where Jouno is. Kenji was a young boy with gold eyes and short blond hair that reached past the nape of his neck. His bangs are gathered at the center of his forehead, and he had freckles across his cheeks. He wore blue overalls that are cuffed and a black belt around his waist. His overalls are worn over a loose beige shirt that has tattered sleeves. He wore a black undershirt that has sleeves ending a little past the elbows. He wore an old straw hat around his neck. He usually goes barefoot but was sometimes shown wearing sandals. Hailing from a small rural village, Kenji was a simple but carefree and hospitable boy, who never fails to greet people with a smile on his face. It's this welcoming disposition that makes him quite popular with the residents in the city. He carried an exceedingly optimistic outlook and always believed in the innate sincerity of others, regardless of what they may appear, say, or do. His obliviousness to the dangers some situations pose may be attributed to his rustic upbringing, but it's a mentality that has aided him in several investigations, given his high track record in solving difficult cases. Specifically, he interrogates suspects straightforwardly regarding their possible involvements in cases and, when they would naturally deny his allegations, Kenji would simply believe them and take his leave, even thanking them for their cooperation. In addition, because Kenji was from the countryside, he was unable to comprehend basic urban concepts such as money and often has to rely on his rural instincts. This leads to more peculiar "methods" of resolution, such as using his ability to beat culprits into submission, an act that has yielded him a fearsome reputation amongst the more suspect groups in the area. Doppo Kunikida notably claimed that Kenji's methods are far too peculiar to be used as an example for their newcomer to learn from. Moreover, even among the eccentric characteristics of his fellow Agency members, Kenji's innocence tended to stand out. Nevertheless, as part of the Agency, Kenji placed his trust in their noble actions and intentions. He once agreed to join and help them in risking their lives to fight the Port Mafia for the sake of protecting the President, despite admitting himself that he does not fully know whether doing so is the right thing or not. Kenji's lighthearted optimism became a pivotal aspect in returning the Agency's spirits during their frameup, as he motivated them to surpass their current trial, rise back to the surface, and keep on living. Based on this, Kenji appeared to also have a perceptiveness in grasping and understanding their serious situation, and an ability to almost easily incite a 180-degree turn in his fellow members' attitudes, from pessimism to a sense of hope. Despite this gentle and caring side of Kenji, he has a "menacing side". According to Kunikida, when danger, anger, or impending nightmares drive away the gentle side of Kenji, Kenji becomes a totally different person. This can be seen when Kenji heard about the Hunting Dogs' plan to torture Atsushi to spit out their plans for terrorism. Hearing about this torture changed Kenji's nature - from being a calm and collected Kenji to a raging Kenji that is willing to do everything it takes to help his friend. Kenji's ability, Undefeated by the Rain, granted him superhuman strength. This allowed him perform feats he normally wouldn't be able to do, such as lifting cars with ease or pulling street signs out of the cement. He could even rip a steel door from the same type as is used in high-security bank safes from the wall. It also granted him superhuman durability, as he was attacked in the back of the head with a lead pipe and suffered no ill damage whatsoever (such a blow could damage or kill a person) and he mentions getting kicked in the head by cows all the time and seems to have survived with little to no damage. The catch to his ability is that he was only able to use it on an empty stomach and would fall asleep after eating.
