If one of them managed to answer his question (such as "I think we have a spy in our ranks" or "I think the real threat is not the Titans"), then it meant that they weren't a spy and he considered them worthy of his trust. Erwin kept his thoughts and trust hidden from everyone except Levi, Miche, Hange, and those who had a clue as to what was going on.
